Meet the CS Education

Foundation Board

Judy Hull

Chairman

Judy has served as a Charter Board Member of the Education Foundation since it's inception in 2006. She and her family are long time residents of China Spring. Her credentials reflect extensive experience in marketing, public relations, networking and communications. She is very proud of all the Education Foundation has accomplished over the years. One of her favorite sayings is that the Education Foundation is the icing on the cake for the ISD by providing thousands of dollars in academic grants and scholarships for all grades throughout the years.

Amanda Talbert

Vice Chairman

Amanda has been a member of the CSEF Board for over a year and is currently serving as the Vice Chairman. She is a class of 2000 graduate from China Spring High School and a class of 2004 graduate of Texas A&M University with a Bachelors of Science degree in Community Health. She has been married to Jared Talbert (CSHS class of 2000) for 9 years and has 3 children, Hannah Kate (10 years old/4th grade), Hank (7 years old/2nd grade), Hayden (5 years old) and has a dog named Katy Lu. She is the Vice President of Operations and Finance at Talbert Construction, is a member of Oak Grove Baptist Church where she serves on the Children's committee and Stewardship committee.

Along with the CSEF, she serves as treasurer of the Waco Alumnae Panhellenic, treasurer of the Zeta Tau Alpha Alumnae chapter, and is a Junior League of Waco Sustainer where she actively served for 11 years. She is also a member of Business Networking Incorporated where she serves as Secretary/Treasurer. Her favorite hobby is spending time with her family. Her favorite thing about the CSEF is being able to serve with such engaged community members and seeing our efforts benefit our students and teachers.

Julia Smith

Teacher Representative

Julia Smith has served on the CSEF Board since 2014. She has 30 years of Teaching experience – 4 years at Grandview ISD, 15 years at Waco ISD, 13 years at China Spring ISD and currently teaches US History/Psychology/Sociology and is the CSHS Librarian. She is married to Clay, has a son, Jake, who graduated from CSHS and is studying at Texas Tech, a dog named Hank and a cat named Little Bit. Julia has been a Band Booster officer for 5 years, has served on the Parent Bond Committee, been the Cougars In Action sponsor for 10 years, has sat on the National Honor Society Faculty council for 2 years and has been a UIL Academic Sponsor in Current Issues & Events and Social Studies. She attends China Spring United Methodist Church where she sings in the Adult choir and is a part of the Nurture Team. When Julia has some spare time she enjoys reading, cooking and going junking for treasures. Her favorite thing about serving on the CSEF Board is she loves working with fellow members to raise money to bring wonderful opportunities for our students, teachers and staff that enhance learning.


Jamie Brooks


With more than 20 years of experience in marketing and public relations, a MBA and Accreditation in Public Relations (APR), Jamie is a recognized marketing and public relations expert.

During Jamie’s career, she has served in various marketing and public relations roles focused on both business-to-consumer and business-to-business strategy. Through her prior work in the banking, advertising, digital technology and legal industries, she has acquired a strong marketing, public relations, sales and financial background. As director of marketing for a national franchise company for eight years, she oversaw the marketing and communications efforts of the marketing team while offering ongoing training to the entire franchise network.

Jamie holds a Bachelor of Business Administration with a professional focus in marketing and a Master of Business Administration with a professional focus in administrative management, both from the University of North Texas.


She earned her APR from the Public Relations Society of America in 2009 and maintains that designation through continuing education and contributions to the public relations field.

Jamie is an active community volunteer, mentor and leader having served on numerous community committees and boards. She is a graduate of the Greater Waco Chamber of Commerce Leadership Waco program.

Jamie currently shares her expertise through freelance consulting work in the public relations and marketing fields.


Jamie says "I have a strong passion for creating the best possible learning environment in which our students can thrive. As the daughter of educators, I saw firsthand how hard teachers and administrators work during and outside of school hours to support their students. Serving on the CSEF board allows me to directly contribute to the students and teachers of our school district in a meaningful way."


Jamie and her husband, Bryan, are proud to have two children currently attending China Spring schools.



Rick Hines

Rick Hines has served on the CSEF Board since 2013. He owns Hines Development and Brentwood Realty. He is married to Debbie and has 2 children who both graduated from CSHS, Hali and Hunter. He has served on the China Spring ISD Board of Trustees since 2005, was a CSYAA Board member and coach from 2000-2006, was on the CS CAT, was a member of 4H & FFA and has served on China Spring Cares. He is a member of Co-Partners for Christ where he serves as a board member and Renovation Church. In his spare time, Rick enjoys hunting and riding horses. Rick feels it is his responsibility to give back to the community he lives in, being on the CSEF Board where he can work alongside and see the servant hearts of his fellow board members makes him proud and honored to be a part of a group like this.

Karen Holder

Karen is a retired teacher and has served on the CSEF Board since 2006. She has a son, Jeff, daughter-in-law, Chandra, and has 2 cats. She taught at Connally HS, 1967-1989, was the Program Director at Region 12 Education Service Center, 1989-2000, was a member of the China Spring Elementary PTA, 1980-1986, China Spring HS Athletic Boosters, 1986-1993 and was the Challenge Team Coach, 1990-2010. Karen served as the District Bond Issue Co-chair, 1992, was a School Board Election Judge and is currently a First Grade Reading Buddy. Karen is a member of China Spring UMC, United Methodist Women, China Spring Cares, Texas Retired Teachers Association, Baylor University Bear Foundation and the Baylor University Alumni Association. Karen enjoys reading and gardening. She says what she likes most about being a CSEF Board member is being able to participate in making a difference for teachers and students, thereby enriching both educational and quality-of-life issues for the entire community.

Tiffany Brummett

Tiffany has been a member of CSEF since 2009. She has been a teacher in China Spring ISD for the past 15 years and the Gifted and Talented K-5 teacher and district coordinator for the past 11 years. She is currently pursuing a master’s degree in Educational Psychology from Baylor and will graduate in May 2020. Tiffany is married to Chris and has a daughter Adelyn, 10th grade, a dog named Mackey and a cat named Badger. What Tiffany likes most about serving on the CSEF board is helping teachers write grant proposals for student learning experiences and being able to award $25,000 for classroom grants each year. Tiffany volunteers for CS Cares and is a former member of the Waco Junior League. In her spare time she likes to spend time with her family (vacationing, camping), reading, making jewelry and working on her Grad school studies.

Bryan Jenkins

Bryan has been a member of CSEF since 2012. He was a teacher for 14 years and is now a real estate agent in Waco with the Triad Group, the commercial division of Brentwood Realty. Bryan is married to Heather and has three children, Cameron, Emily and Reese and has 4 dogs, 3 cats and 5 chickens. He says what he likes most about being on the CSEF board is helping students and teachers with grants, scholarships and surprise occasions of appreciation. He likes that all the time that is spent in this great foundation is for the students, teachers, administration and overall well-being of the district. Bryan is a member of First United Methodist Church, has been the president of the Waco Bicycle Club, plays in a tennis league and enjoys spending time with his family.

Dr. Marc Faulkner

Dr. Faulkner is the Superintendent of China Spring ISD and has served on the CSEF board since 2009. His educational experiences include teaching 9-12 grade Agricultural Science for four years, serving as a high school assistant principal for three years, serving as the China Spring High School Principal for five years, serving as the assistant superintendent for CSISD for three years, and serving as superintendent of China Spring ISD since December of 2012. Dr. Faulkner says what he enjoys most about being a member of the CSEF is the relationships that have formed over the years and the surprises on the students and teachers faces when the CSEF delivers scholarships and teacher grants! He has been married to Amy since 1996 and has two children, Raelynn, who is a CSHS graduate and attending nursing school and Brayden, is a 12th grader at CSHS. In his spare time he likes to spend time with his family and also enjoys hunting and watching sports.
